If Crostini is not available FUSE mounting fails

If Crostini is not available on a particular board one of the bound folders doesn't exist on the image which fails minijail setup.

cros-disks: Check if directory exists before binding

If Crostini is not available for the board this folder doesn't actually
exist so minijail fails.
