Foreign object transform not accounted for in :hover / mouse events for wrapped element.

Reported by ianbell...@gmail.com, Jan 17 (6 days ago)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Create tree: <svg><foreignObject transform="translate(# #)"><div>...
2. Add :hover style to div

What is the expected behavior?
Mousing over the wrapped div produces hover style.

What went wrong?
The hover style is only produced when mousing over where the div would be if the foreign object did not have a transform attribute.

Did this work before? N/A

Does this work in other browsers? N/A

Chrome version: 71.0.3578.98 Channel: stable
OS Version: OS X 10.14.2
Flash Version:

Works in Safari 12.0.2 and Firefox 64.0.2 (on OSX).
