Write docs on how to use RenderDoc, VS graphics debugger and NVIDIA NSight

Issue description

There are some old docs at:
https://www.chromium.org/developers/how-tos/debugging-on-windows/graphics-debugging-in-visual-studio-2013

which should be migrated to the new Markdown GPU docs:
https://chromium.googlesource.com/chromium/src/+/master/docs/gpu/

perhaps specifically:
https://chromium.googlesource.com/chromium/src/+/master/docs/gpu/debugging_gpu_related_code.md

or perhaps new pages which are OS-specific, depending on how long the documentation ends up being.

It would be very helpful to add information on using RenderDoc with Chrome, as it seems the configuration isn't completely automatic (at least on Windows) and it can be successfully made to work.

Should incorporate geofflang's doc on debugging with NSight too:
https://www.chromium.org/developers/design-documents/chromium-graphics/debugging-with-nsight

and redirect all of these pages to the new Markdown documentation once converted.
