If the Pixelbook/Pixel Slate marketing opt-in (see screenshot) is already ARI compliant and the work to expand the marketing screen to 3P devices is technically trivial, we should remove the filter restricting the opt-in to 1P devices.

Separately, I believe the marketing opt-in was disabled for 1P devices due to some bugs, so we should be careful not to re-enable the flow unless those are resolved.
