If the roller proposes a roll to recipes.cfg, but the previous recipes.cfg file was modified by not-the-roller, the roller should not TBR the roll.

This will be a simple way to stop the behavior of:
  * Roller commits a roll to a repo which breaks the repo
  * User reverts the roll
  * Roller TBRs the same roll again
