Error msgs for Cast for EDU receivers don't clear on click (like they do with Chromecasts).

Issue description

Chrome Version: 73.0.3664.3
OS: Mac
Cast for EDU Receiver: 18.924.0.4 
Cast sender UI: Harmony


I'm not sure how long this has been the case, whether it's a regression, or has always existed with the Harmnony UI.

What steps will reproduce the problem?
(1) Using a couple accounts on a Dasher domain, share with "can request" access an edu receiver from user A with user B.
(2) Cast to the receiver from user B.
(3) User A deny's the knocking prompt / Casting request.
(4) User B observes an error msg under the name of the receiver in the Cast dialog.
(5) User B clicks on the same receiver in the dialog. 

What is the expected result? The way it works with error msgs on Chromecast receivers, is the first click dismisses the error, it  doesn't initiate a Cast session.


What happens instead? Another Cast session is initiated / requested, and the error msg remains.

I have a fix out for  issue 923172  that might also fix this issue.
