[CompositeAfterPaint] rasterize_and_record benchmark gives wrong record_time*

The benchmark measures the time of ContentLayerClient::PaintContentsToDisplayList(). However, in CompositeAfterPaint, the function just returns cc_display_item_list_ directly without recording.

Discussed with pdr@ offline. Here are some thoughts:
1. Move record benchmark into blink
2. Measure LocalFrameView::PaintTree() instead of ContentLayerClient::PaintContentsToDisplayList()
3. Perhaps we can make repaint benchmark work by the way.
