What steps will reproduce the problem?
(1) Go to any div with a long vertical scroll OR make and navigate to a page with this markup:
<style>html { height: 100%; } body { height: 500%; }</style>
(2) Using two fingers on the trackpad, swipe to scroll, being sure to lift your fingers at the end of the swipe
What is the expected result?
The scroll should smoothly slow down (mimicking inertia in the scroll) until it stops.
What happens instead?
When fingers are lifted, scrolling stops for a moment, then resumes at the same speed and starts smoothly slowing. This pause should not occur.
