Gerrit is slow / broken

I am trying to use Chromium gerrit and lots of the pages are stuck on "Loading...". git cl upload is also timing out (error in Gerrit backend).

Gerrit's had a number of production problems this week. I suspect you just ran into those and they are (hopefully) over. Are you still having issues?
