Read from top does not function in Chrome while web view is focused

Issue description

Chrome Version: 71.0.3578.99, 72.0.3626.53, 73.0.3672.0
OS: Pi
TalkBack version: 7.2
What steps will reproduce the problem?
(1) visit any page in Chrome
(2) activate TalkBack (settings > accessibility > TalkBack)
(3) focus web content by putting a finger on it
(4) swipe down then right with one finger to access the global context menu
(5) select the "read from top" option
What is the expected result?
TalkBack should read everything on the screen from top to bottom.

What happens instead?
TalkBack gets stuck on the address bar and never enters the web view.
Additional notes:
if focus is set outside of the web view (E.G. site information button, three-dot menu button, tab switcher, bottom bar etc) this feature works as expected. 
Read from top also works as expected in web views outside of chrome (E.G. google add account flow)
Read from next item seems to work fine.
