Browser goes black intermittently on primary monitor

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
Unknown what triggers the problem. End users report the screen goes black intermittently while routinely using the internet. It doesn't occur on specific websites or content and appears to be random. An end user did note when she drags the browser to the secondary monitor the browser displays normally but returns black when dragged back. Sometimes the entire browser is black - sometimes random content on the page is black. Chrome is the only application experiencing these rendering issues.

Screen shot attached is most recent example from this morning. I requested additional full sized screenshots to further demonstrate the issue occuring.

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

I understand additional information will be needed to root cause the issue. We will be enabling debug and histogram logging as outlined in https://www.chromium.org/for-testers/enable-logging . If any additional information is needed we can gather just let us know.

This isn't a regression or specific to newer versions - the end users have been reporting this issue for over a year. Attached are screen shots showing google sheet data not displaying (rendering as blank cells - redactions performed in red to remove personal information) and pages showing black from 2017. I requested the user provide a chrome://gpu as well as enable debug flags and send the log when the issue occurs. I'll update once received.

I searched and found a 'fixed' case https://bugs.chromium.org/p/chromium/issues/detail?id=836230 that outlines the 'black box' issue. I opened this case because we have and still experience this issue even on latest chrome. Not sure if same root cause or just same symptoms. Since that case is marked as fixed I opened this issue as a new case.

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 71.0.3578.98 using Windows 10 when connected to an external monitor.
