Currently, the clipboard implementation is included into the ui/base component, which means that depending on ui/base results in a dependence on everything.

In case of clipboard implementation for Ozone, it's impossible to depend on ui/ozone, because the last depends on ui/base.

Thus, factor out clipboard to own dir and own BUILD.gn.
