CAPTCHA suggestion blocks CAPTCHA image

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3626.53 Safari/537.36

Steps to reproduce the problem:
1. User has two issues to tell this government agency. So
2. User fills out CAPTCHA and submits https://faq.fda.gov.tw/Message/Default.aspx .
3. Now it is time to fill out the form again and submit the second
issue, alas the CAPTCHA suggestion chromium has provided from the
first issue is blocking the CAPTCHA image of the second issue.

What is the expected behavior?

What went wrong?
He cannot see it. It is blocked. He cannot copy it in.

(Yes, if he clicks elsewhere he can copy it onto a piece of paper or memorize it, but that is not the point.)

Able to reproduce the issue on reported chrome version #72.0.3626.53, and latest chrome #73.0.3674.0 using Mac 10.12,windows 10 and Linux 17.10 by following steps as per comment#0.

jidanni@: Thanks for the report!

Captcha fields don't interact very well with Autocomplete, and we are working on improving the experience by requiring the same text be typed more than once before suggesting it in Autocomplete: crbug.com/922623. In the meantime, I simple workaround is to press ESC to dismiss the dropdown.

The CL above enabled the new dropdown UI by default in the code, but it was enabled server-side to all users in M69. Since it takes more vertical space than the old UI, it's possible that the text was visible before.

I removed the RBS label, since there is a simple workaround to unblock the user and this is not a regression in M71 (the new dropdown was rolled out in M69). Marking this is a duplicate of the tracking bug mentioned above.

Maybe allow users to grab the suggestion box and reposition it, and have
that remembered.

Let's say Mrs. Parker, filling in 500 forms at the Dweebs Corporation,
must move the CAPTCHA box out of the way each time. Well it would be
great to allow her to move it to the right side just once, and have that remembered.
