What steps will reproduce the problem?
(1)In Sign out screen ->  insert Mobile Dongle Whose SIM is locked -> now turn off Wi-Fi -> click on 'Add person'
(2)'Network not available' screen is seen and now observe Mobile data with initializing... is seen( and on clicking nothing happens) for long time i.e. after few seconds  'wwan0' (wireless WAN) name should be seen and on clicking dongle details screen should be seen

Expected: Mobile data with initializing... should not be seen for long time i.e. after few seconds  'wwan0' (wireless WAN) name should be seen and on clicking dongle details screen should be seen
Actual: Instead Mobile data with initializing... is seen for long time

This is Regression Issue as same is working fine on M-68

Note : Issue is also seen on M-69 To M-72
