Regression : No change is seen at Shelf on selecting 'Autohide shelf' or 'Always show shelf' |

Issue descriptionChrome Version: 73.0.3699.0/11591.0.0 dev channel Daisy,Kip and Reks OS: Chrome What steps will reproduce the problem? (1)Sign into User -> At shelf right click for context menu and select 'Autohide shelf' and observe no change at shelf (2)Now select 'Always show shelf' and observe no change at Shelf (Please refer Video) Expected: Change should be seen at Shelf on selecting 'Autohide shelf' or 'Always show shelf' Actual: Instead no change is seen at Shelf This is Regression issue as same is working fine on M-69 Note : Issue is also seen on M-70 To M-72

By the way that behavior is also embedded into unit tests. Unit tests that need to check the autohide shelf always open a window first, otherwise the shelf never hides.

Reassigning to original reporter. Can you check after opening at least one window? I think the shelf should only hide when you start doing something with the window (e.g. moving it around, clicking inside it, interacting with it in any way). |
