OS : Mac(10.13.6, 10.13.1, 10.14.3), Windows (7,8,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to above test URL and open print preview window on PDF page.
2. In 'More settings', check 'Fit to page' checkbox, double click inside 'Scale' text field and hit 'Backspace' key to delete the selected text.
3. Now, click outside the text field and observe the 'Fit to page' checkbox.
Actual Result : 'Fit to page' option remains checked even when 'Scale' value is set to default (i.e 100)
Expected Result : 'Fit to page' option should get unchecked when user clear the value from 'Scale' textfield.
This is a regression issue broken in M-71 and below is the bisect information:
Good Build :71.0.3562.0 (Revision : 594164)
Bad Build :71.0.3563.0 (Revision : 594642)

Note :
1. Able to reproduce issue in Dev #73.0.3664.3, Stable #71.0.3578.98 and Canary build #73.0.3673.0
2. Unable to perform Per-revision bisect as it shows an traceback error; Tried on other machines but still getting the same error.
3. Hence provided suspect through 'Chromium bisect'.
4. This issue can be reproduced on any PDF page.
