Regression:[Print]Print destination does not change on pressing up arrow on Destination dropdown.

Chrome Version : 73.0.3673.0 (Official Build) Revision e5cdf80fb8b493b3be23fc5b7bfac5278aa83225-refs/branch-heads/3673@{#1}(32/64 bit)
OS : Windows(7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, press Ctrl + P to open Print preview.
2. Click on destination drop down.
3. Press down arrow and observe that destination gets changed.
4. Now press up arrow on destination drop down and observe.

Actual Result   : Print destination does not get changed on pressing up arrow on Destination drop down.
Expected Result : Print destination should get changed on pressing up arrow on Destination drop down.(Just as in the case of other drop downs on Print Preview overlay for eg: Layout)

This is a regression issue broken in M-73 and will soon provide bisect information:
Good Build : 73.0.3672.0 (Revision : 622689)
Bad Build  : 73.0.3673.0 (Revision : 622911)

You are probably looking for a change made after 622876 (known good), but no later than 622877 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

The reason this happens is that focus moves to the print button, so dup-ing this into that bug since it has the same cause.
