Splitting ServiceWorker*Provider* into two: service worker context and pages

This will enable us to move ServiceWorker*Provider* for service worker context into blink.

With this CL https://chromium-review.googlesource.com/c/chromium/src/+/1400053 landed, now {SWNetworkProvider, SWProviderContext} are no longer used in SW execution contexts, they are dedicated to clients (pages and shared workers).
