Keyboard abnormal when switch Floating->Dock in Bookmark all tabs dialog.

73.0.3669.42(Platform 11578.0.0-19.01.13) kevin test
Input tools version: 73.0.20181227.227100664

Steps:
1.Open Bookmarks->Bookmark open pages(wait Bookmark all tabs dialog pops up)
2.Focus on the Name input-box.
3.Click Dock/Floating icon.
4.Repeat step #3 one or more times.

Actual:
Empty keyboard pops up below Bookmark all tabs dialog, then it goes back to normal and on top.

Do you mean at 0:19 where the container is visible but it's blank inside?

Yes, i means that 0:19 when the container is visible but it's blank inside, and  seems the the container is not on top.
