Regression: Unable to traverse the overflow menu options using 'Up' & 'Down' arrow keys

Chrome Version: 73.0.3672.0 (Official Build) Revision	85c08445cbd3b2c184402109493da9e9ad4b4dfa-refs/branch-heads/3672@{#1} (64-bit)
 	
OS: Win(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2) and Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to the above URL.
2. Set Video width to '100'.
3. Click on 3-Dots, click on scroll bar and drag it up/down.
4. Now try to traverse the overflow menu options using 'Up' & 'Down' arrow keys.
5. Observe.

Actual Result: Unable to traverse the overflow menu options using 'Up' & 'Down' arrow keys
Expected Result: Should be able to traverse the overflow menu options using 'Up' & 'Down' arrow keys

This is a regression issue broken in M-73 and will soon update bisect info:
Good Build : 73.0.3633.0(Revision:614502)
Bad Build : 73.0.3634.0(Revision:614909)

Update:

You are probably looking for a change made after 614554 (known good), but no later than 614555 (first known bad).

CHANGE-LOG URL:

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
