Site details page usage data doesn't include local storage data.

Issue description

Chrome Version: 71.0.3578.98
OS: Desktop

What is the expected result?
In the site details page, data showing under Usage doesn't include local storage data for that origin.

What happens instead?
Usage data showing there should include all web storage data for the origin.
