autoplay permissions lost after reload

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Go to web-site
2. Interact to enable auto play (auto play works)
3. Reload the web-site
4. Autoplay is no longer allowed, new interaction required.

What is the expected behavior?
The permissions for autoplay should not get lost because of a simple reload.

What went wrong?
For whatever reason, the previously granted permission to play audio automatically is lost after a reload.

We are using small (< 2 seconds) audios to notify users of incoming messages. The user actively clicks to allow those notifications and they work fine. However, sometimes users reload pages, or click the back- and forward buttons which terminates the previously granted autoplay. This is very problematic as it is weird to always ask the user for autoplay permissions just because he reloaded the page. Once autoplay has been granted, it should remain allowed for this page regardless of reloads. In anyway - we find the autoplay  policing as is very troublesome. I think a different way (e.g. permission requests like notifications) should be considered for autoplay as well.

Tried testing the issue on the reported chrome version #71.0.3578.80 on Ubuntu 17.10 by following below steps.

Steps:
=====
1.Launched chrome.
2.Navigated to "www.youtube.com".
3.Played a video with autoplay enabled.
4.Refreshed the page and observed that the autoplay is still enabled.

Requesting you to check the issue on latest stable #71.0.3578.98 without any apps and extensions in it and let us know if the issue still persists. Well .. maybe it's audio only related:

Pseudo-Code:

Part A:

Here's our problem: We need to play notification sounds like beeps ('Network Error'). This has to work reliably. We don't really have a way to make the 'Media Engagement Service' happy because we don't deliver any 'media' . Notifications alone are not enough because there's no sound and it is important to deliver some form of 'heads up' even if the user is not watching the monitors. 

Why not tie the (audio) autoplay into the notification permissions? Or find other (user acceptable ways) to allow autoplay?
