Snapped ARC app window should be put in splitview mode after switching to tablet mode

Issue description

Chrome Version: 73.0.3672.0
OS: Chrome

The bug stems from https://buganizer.corp.google.com/issues/78198191 to track Chrome side work.

This bug is a follow-up work of  bug 819798 .

What steps will reproduce the problem?
(1) Disable chrome captions in android settings (it's needed because of  bug 922138 , once that bug is fixed, this step is no longer necessary).
(2) Open a N-resizable app, e.g., Youtube, Gmail and drag it to the side of the screen to snap it
(3) Switch to the tablet mode

What is the expected result?
The Arc app should be put in split view mode

What happens instead?
Arc app window is not put in split view mode and is not maximized either.

Status: ExternalDependency (was: Assigned)
I am setting the status to ExternalDependency based on what I see on Buganizer. Let me know if that is incorrect. Specifically, see this part:
"As the tablet <-> clamshell transition is handled by Androids hierarchy, it needs to be handled on our end after all."
