Issue description

Chrome Version : 73.0.3667.0
OS Version: 11560.0.2019
Board: Eve

What steps will reproduce the problem?
1. Switch Keyboard Layout to GB.
2. Focus on a text input box (e.g. text editor, Omnibox, password field)

What is the expected result?
The key matching the keyboard markings are typed.

What happens instead of that?
Keys are incorrectly mapped.

US layout functions normally.

Just noticed that the `not` key triggers the following error message.

[1564:1564:0116/143146.732645:ERROR:xkb_keyboard_layout_engine.cc(736)] No XKB keycode for DomCode 0x11 'Super'
