[SingleProcessMash] Profile pictures out of the window at the chrome://settings->change pictures

Issue description

Chrome OS Version: 11587.0.0, 73.0.3669.0 dev channel eve
Enable 'SingleProcessMash' flag from about://flags

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1)Open Change profile picture from settings window.
(2)Observe the profile pictures.
(3)

Expected Result:

Actual Result:
Seen profile pictures out of the window. 

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

Please provide any additional information below. Attach a screen shot or
log if possible.

I couldn't reproduce this on a caroline device. I would be surprised if this is specific to eve, but will have to check.

I'm pretty certain we have seen this on non SPM, and it's difficult to imagine how SPM would affect this. I'll investigate and look for the other bug.

I can't reproduce this either @ ToT, with or without SPM. I suspect it was coincident with an unrelated styling bug; the subpage is not supposed to have a bottom border.
