iOS chrome://inspect messages are not cleared on Clear Browsing History

What steps will reproduce the problem?
(1) Navigate to chrome://inspect and tap "Start Logging"
(2) Emit console messages from other websites.
(3) Navigate back to 1 and verify messages appear.
(4) Clear Browsing Data from settings. (With only "Browsing Data" option selected to clear.)

What is the expected result?
Console log messages should be cleared.

What happens instead?
Messages still exist on the page.

huanzhong@chromium.org, do you think this should be blocking crbug.com/909993 or is this ok?

Pages are not generally reloaded, so I don't think this is a problem, but it is a deviation as currently implemented verses the design doc, so I've filed this bug.

huanzhong@chromium.org, We discussed this further and we think this is ok if it behaves the same as the other pages. However, there is one exception case.

- User has inspect page and one other tab open.
- JS logs are sent from open tab to inspect page.
- User closes open tab.
- User clears browsing history.
- Inspect page still shows reference to closed tab url and logs.

To solve this case, I could always clear logs from the inspect page when a tab is closed.
