You have to click "terminal" twice to launch the terminal

Chrome version: Version 72.0.3626.49 (Official Build) beta (64-bit)

OS: Chrome

Repro steps:
1. Click on the "terminal" application. Nothing happens.
2. Wait a while.
3. Click on the "terminal" application, and the linux terminal opens as expected.
