Enforce 4 DNS entries when using custom nameservers

In the network settings UI, users can select custom nameservers and fill in up to 4 entries. We'd like to enforce that exactly 4 entries are used (or populate empty entries as duplicates of previous entries).

This is coming from an issue raised by Solvay (Chrome device used for Hangouts Meet Hardware videoconferencing): https://bugs.chromium.org/p/chromium/issues/detail?id=912955
