torch on Win 10 enterprise on Panasonic tablet not working when it should

chfremer@, what app can we use in Win to verify independently that
the torch works? Something like guvcview on linux.

The torch works if i run a native application 'Camera utility' that comes with windows i can turn on/off the flash light
