Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Steps to reproduce the problem: 1. Goto https://wikitravel.org/en/Avoiding_a_transit_of_the_United_States 2. Have the "Agree our things" popup visible by visiting from an EU ip 3. Attempt to change the .ibeugdpr-disabled class on html or body What is the expected behavior? Element style can be changed What went wrong? Element is set to read-only and can't be changed Did this work before? Simplified repro:

.insertRule('body { background-color: blue }');
</script>
</body>
1. save to test.html and open it
2. right-click the page, click "Inspect"
3. try to uncheck "background-color" in the Styles panel
Expected: able to uncheck it
Observed: unable to uncheck it, the ruleset is in italics

This was wontfixed FOUR YEARS ago in bug 387952 because devtools wasn't too smart back then.
Let's hope it's smart enough now.

Able to reproduce the issue on chrome reported version# 71.0.3578.98 and on latest chrome# 73.0.3672.0 using Windows-10, Mac 10.12.6 and Ubuntu 14.04 with steps mentioned in comment# 3. As this issue is seen from M-60(60.0.3112.0), hence considering this as Non-Regression and marking it as Untriaged. Thanks!
