TalkBack cannot read the web view after a page is scrolled

Issue description

Chrome Version: 73.0.3667.2
OS: Android Pi

What steps will reproduce the problem?
(1) visit chrome:flags
(2) activate TalkBack (settings > accessibility > TalkBack)
(3) Swipe up with two fingers to scroll the page downward,.
(4) explore the screen with a finger.
(5) swipe left or right with one finger.

What is the expected result?
TalkBack should read the text as it is focused.

What happens instead?
Nothing inside the page is focused while exploring. Linear navigation causes focus to skip the web view container entirely and the share button is disabled. This state can be recovered from by scrolling the page to its previous position or by refreshing the page, going to a different page, switching tabs etc.

Regression; does not occur in Chrome 72.
