sync is broken on my account for all devices

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Sign into Sync on iOS and Mac
2. Changes made on either device don't get synced to the other
3. Tried resetting server data (https://chrome.google.com/sync) on both devices, didn't fix issue
4. Tried deleting local bookmarks on both devices (I had about 25,000 of them... I'm a digital packrat), didn't fix issue
5. Tried backing up the "Default" profile on Mac to reset the profile from scratch, as well as uninstalling and reinstalling Chrome on iOS. Didn't fix issue

What is the expected behavior?
Bookmarks, tabs, passwords, etc sync between iOS and Mac

chrome://sync-internals/ would show that these entries being synced

What went wrong?
1/ Nothing is syncing.

Digging more into chrome://sync-internals/ ...

2/ Transport state is stuck at "Configuring data types" vs "Active"

3/ Looks like there is an infinite loop of GetUpdates requests being sent out, with the response always being "Received 0 update(s). Some updates remain.", which triggers another call GetUpdates, with the same response.

Did this work before? Yes Stopped working a few weeks back around NYE, plus or minus a few days

brentg42@ Thanks for the issue.

Tested this issue on Mac OS 10.13.6 and Android mobile(iOS is not available at TE end to test and confirm) on the reported version 71.0.3578.98 and unable to reproduce the issue by following the below steps.

1. Launched Chrome version 71.0.3578.98
2. Signed In then Synced the account.
3. Navigated to few URLs/pages
4. Launched 71.0.3578.98 version in Android mobile
5. Signed In and Synced the same account
Could observe that the pages are synced in the Android device and Mac as well and no issues are observed.

CC'ing mastiz@ from Services>Sync component for further help in this issue.
mastiz@ Request you to please check and confirm if this issue is related to issue 919949 and help in further triaging.

I am sorry to hear sync is not working for you!

This is definitely a bug! Do you have your permission to look into our server logs for your account brentg42@gmail.com? (so that I can investigate why there is such an infinite loop)

Hi brentg42@,

what's surprising me that your account shows signs of _not_ being reset recently. For some reason the reset did not work out. Could you try it again, please?

Go to https://chrome.google.com/sync and click “Reset sync” at the bottom of the page, then “Ok”. Wait a few minutes, then sign into Chrome again on your Mac. Please wait at least a day before you sign in on your iPhone. Then please report if sync on your iPhone is still broken.

Very strange - I reset synced data at least half a dozen times. And I know
it took effect because
https://chrome.google.com/sync shows only 18 bookmarks, 0 passwords, 0
tabs, 0 history, 0 extensions vs thousands of bookmarks and history and
hundreds of tabs and passwords.

I’m happy to try the steps you suggested below, but there’s clearly a bug
here and my current account state may be able to help you solve it.
Meanwhile if another reset fixes the issue, the bug will go unsolved and
may affect me or others in the future. Let me know how you want to proceed.
