Replace remaining calls to RunLoop::QuitCurrentWhenIdleClosureDeprecated() with Quit[WhenIdle]Closure().

We have 65 remaining calls to QuitCurrentWhenIdleClosureDeprecated() across the codebase.  We should replace them, and remove the API.  \o/

Wow, we've come a long ways. +fdoray/skyostil : a good first bug to ramp up someone on base primitives (even if just for a few CLs)
