Issue description

What feedback would you like to provide?

The https://chromiumdash.appspot.com/bugs site doesn't work.
It doesn't show my bugs nor will it allow me to login.  Clicking the User icon does nothing.

Few question to understand whats going wrong here:
1. Are you logging in using the sign-in button on the top-right corner?
2. Which account did you use @google or @chromium.org to view bugs?
3. Does refresh help anything?

The button on the specific page, not the Chrome button.  It is on the top right of the page in the Blue Bar with the word "Bugs"

I was logged into chrome (on the URL Bar) as dougman@google.com. 

3. Does refresh help anything?
Interesting.  Using the Refresh icon next to the user Icon does nothing.  But Right clicking in the page and choosing RELOAD seems to have corrected the problem. It provides some bugs and allows me  to change the user from dougman@google.com to dougman@chromium.org

It is possible this is a first page load issue??? :( :) 
Looks like this might be some transient issue related token refresh.
Please feel free to update this issue if it happens again.
Actually it appears to be related to the User/Permissions.
While playing with it, I found that I can get into a not logged in state.

Repro:
1) Open https://chromiumdash.appspot.com/components/Internals/Media?project=Chromium
NOTE either I am not logged into the page or if I click the User icon I am automatically logged out.
2) Click the "Bugs" menu item on the left while Not Logged in.
3) Nothing is shown (expected) but Refresh and User Icon don't seem to do anything.  Right clicking and "RELOAD" page seems to fix the User Icon so I can log in.

I wouldn't expect just clicking the User Icon could/would put me in a Logged out State.
