The keyboard does not appear for certain text fields when TalkBack is on

Issue description

Chrome Version: 71.0.3578.99, 72.0.3626.53, 73.0.3667.2
OS: Android Pi
TalkBack version: 7.2
Gboard version: 7.9.1

What steps will reproduce the problem?

(1) Activate TalkBack (settings > accessibility > TalkBack)
(2) go to www.editpad.org
(3) Double tap the edit box.
(4) go to settings > accounts > add accounts > google and enter a valid username.
(5) When the password field appears, dismiss the keyboard, then double tap to bring it back.

Expected behavior: the keyboard should appear.

What happens instead?
Nothing happens after double tapping. On editpad.org the keyboard appears after a longpress, however the keyboard does not appear after a longpress in the add accounts password screen. If all text in the editpad.org field is deleted, the keyboard will no longer appear after a double-tap-then-hold gesture after it is dismissed.

Does this happen on other sites with a password field, or just this one?

I recalled after I posted that editpad.org is not a password field, so my title is misleading. I don't think it matters if it is a password field or not. Not all fields are affected.

OK, renaming the bug to remove the word password.
