Issue descriptionwe aren't doing development on gru anymore (as a reference platform), so can we shut down all the builders so people stop trying to use it ? we have incomplete coverage atm which is causing problems (we have a pre-cq/release builder, but not a cq). not sure where to route these requests atm ;).

It is not clear to me that this is really a TPM owned thing, I have only done config changes historically as part of being responsible for various products as an SIE, this was inherited not intentional. OTOH, I can uncheck the box for Gru in Goldeneye (and have), and make two one line CLs faster than it took to write this bug comment... https://chromium-review.googlesource.com/c/chromiumos/overlays/board-overlays/+/1415574 https://chrome-internal-review.googlesource.com/c/chromeos/overlays/baseboard-gru-private/+/795551 We can also drop the gru private overlay from the manifest and nuke the overlay-gru directory from the public overlays if desired (it is effectively dead code after this). Whomever maintains Gru should be the one owning removing it from individual overlay repositories, I am not clear whom that would be at this point, I would have guessed an SIE, but they are in short supply these days. Stefan, will the SIE team own overlay and builder maintenance going forward?
