Move soundwave out of catapult/experimental

Tools are now mature enough.

Steps:
1. Write markdown docs explaining which tools exist and how to use them.
2. Move them out to $SRC/tools/perf

Adding to Tests>Telemetry component although that's not strictly speaking correct.

Caleb, do you think it's fine to use that component for tools/perf stuff?

Components: Speed>Bisection Speed>Dashboard
I think that we should find a different component. Essentially this is stuff to communicate with services like pinpoint and chromeperf dashboard, right? So I put it under those components. Feel free to correct if anyone disagrees.
