Proxy problems

Issue description

Chrome Version       : 71.0.3578.98
OS Version: OS X 10.14.2
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. ERR_CERT_DATABASE_CHANGED
2. ERR_NETWORK_CHANGED
3. something similiar...


What is the expected result?

When I use chrome, I get this error messages. Its make me crazy.

What happens instead of that?

I should refresh page with command + R but its makes me crazy.


Please provide any additional information below. Attach a screenshot if
possible.

I added screenshot and LOG.

I'm sorry, the network log attached doesn't actually display the problem. Could you please record a longer log?

Does this problem correct itself over time?
And what I should do? Thanks your help!

Started 6 months ago this problem and never recovered. I am about to go crazy

Please capture a NetLog, as explained in https://dev.chromium.org/for-testers/providing-network-details , for several minutes or from a fresh launch of Chrome (before you've done activity)

Incidentally, since you're on a mac, what Keychains do you have listed under Keychain Access? It's possible a third-party software module is causing an excessive number of events.
