OS: Mac(10.13.1, 10.13.6, 10.14.3) ,Win (7,8,8.1,10), Linux(14.04 LTS) 

What steps will reproduce the problem?
(1) Launch chrome, navigate to https://speed.hetzner.de/ page and download file.
(2) Navigate to chrome://download page and click on 'Cancel' button of file 
(3) Observe focus ring.

Actual: Unwanted focus ring is shifted to URL after canceling download.

Expected: No such a focus ring should shifted to URL after cancelling download.

This is a regression issue, broken in 'M73', will soon update the other info:

Good Build:73.0.3668.0
Bad Build: 73.0.3669.0

You are probably looking for a change made after 614512 (known good), but no later than 614513 (first known bad).
