when an iframe is displayed in an extension popup, only the top left quarter of the iframe allows mouse input.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. have two screens. One is retina (double) resolution. One is normal resolution
2. load the unpacked extension from the attached file
3. click on the icon to show the extension popup in the retina screen
4. the popup shows an iframe which contains a 100% size div. When you hover the div - it shows red. Move your mouse around the whole area and you'll see it hovering red
5. open the extension in your normal resolution screen. Move your mouse around the popup

What is the expected behavior?
iFrame should behave as on the high-res screen and show hover for full area of the screen

What went wrong?
iFrame only shows hover in top left half of screen

Chrome version: 71.0.3578.98  Channel: stable
OS Version: OS X 10.14.2
Flash Version: 

I assume chrome is calculating the 'hoverable' area to allow mouse events through to the iframe, but is failing to correctly handle resolution differences.

specifics on the monitors: My main monitor is a 5k 27inch iMac. The right monitor is an apple cinema display. 
I assume any pairing of retina with non-retina monitors will do the same thing.

Also - as well as making 75% of the popup non-hoverable; It stops other mouse events from flowing through - so for example links are non-clickable.
