OS: Windows 10 (Touch Device).

Steps to reproduce:
1. Launch chrome.
2. Tap-touch on Avatar icon and now Tap-touch on Wrench Icon.
3. Repeat step-2 until Avatar menu and wrench menu are both open together.
4. Now with Mouse, click on 'CUT' option on wrench menu such that focus is also seen on 'Address and more option' in Avatar menu.
5. Now, open wrench with tap-touch and then open Avatar Menu with tap-touch.
6. Observe.

Actual Result: Focus is still present on 'Address and More' option even after tap-touch on Wrench.

Expected Result: After tap-touch on Wrench icon, focus should not be seen on 'Address and more' option in avatar menu.

This is Regression Issue broken in M-72, and below is the per-revision bisect info.
Good Build : 73.0.3633.0 (Revision:599035)  
Bad Build : 73.0.3634.0 (Revision:599392)

You are probably looking for a change made after 599036 (known good), but no later than 599037 (first known bad).

2. Issue is also seen on Stable #70.0.3538.110 Beta #72.0.3626.53 and Dev #73.0.3664.3 build.
