Inputs from gamepad over Bluetooth are not registering

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11316.66.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3626.49 Safari/537.36
Platform: 11316.66.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Connect gamepad(I tried both an Xbox One and a Playstation 4 controller) over Bluetooth
2. see no response on https://html5gamepad.com, project stream or any other app/website
3. 

What is the expected behavior?
The expected behavior would be for the gamepad's inputs to register as inputs in a similar fashion to the inputs of a wired gamepad.

What went wrong?
The gamepad connects but no inputs from button presses or joystick movements work.

For Xbox One gamepads, there's a known issue regarding the Bluetooth mode that affects Linux and Chrome OS. Chrome OS can pair with the device and shows a green "Connected" indicator on the Bluetooth Settings page, but after a second or two it disconnects.

I tested against a DS4 v1 (CUH-ZCT1E, 4-472-348-02 G) and a DS4 v2 (CUH-ZCT2U, 4-594-662-61F1) on a Pixelbook 'eve'. The v1 connected and was fully usable on html5gamepad.com. DS4 v2 showed similar behavior to the Xbox One device, it paired successfully but did not stay connected. I'm not sure yet what is causing this.

Please provide some more information so we can narrow down the issue:

For your Xbox One device, can you verify that you're seeing the same behavior described above? (pairs but won't stay connected)

For DS4, there are at least 2 major hardware revisions so it is useful to know which revision you have. There should be a label on the back with "MODEL CUH-ZCT1E" (or similar), as well as another number with the form "4-472-348-02 G". Please find these and add them to the bug.

I am seeing the same behavior from the Xbox controller as you describe.

The DS4 controller I am using is a CUH-ZCT2U which connects over bluetooth, stays connected and is visible on html5gamepad.com but none of the buttons, triggers, or joysticks register an input. I did notice that touching the touch pad registers a new time stamp.
