[FR] Allow users to add additional URLs on startup when applying the policy "RestoreOnStartupIsURLs"

Issue description

Description:
Ability of allowing the users to additionally add pages on startup when the admin is also pushing URLs via Admin console Chrome user policies settings [1].

Use case:
The administrator needs to push different URLs on Chrome startup for the managed users, however, the users should be able to add additional URLs if they want/need to. The pushed URLs may be production tools such Gmail.

Motivation:
As per the company requirements, the admins needs to apply the Chrome user policy 'RestoreOnStartupIsURLs', however, this is restricting the users to add additional URLs on startup.

Existing workarounds:
The users can pin the tabs they want to have at boot of Chrome.
