"Preserve log" checkbox of network tab is not checked by default even if "Preserve log" setting is set under devtools Network settings

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Goto Chrome Dev tool and Press F1 to open Chrome Dev tool setting
2. Under "Network" section check the "Preserve log" setting
3. Close Chrome Dev tools and reopen. Goto Network Tab and you will see "Preserve log" option is not checked even if this setting is set under settings.

What is the expected behavior?
"Preserve log" option should be checked by default if this option is set under chrome dev tools settings.

What went wrong?
"Preserve log" option under Network tab is not behaving as per setting set under chrome dev tools settings.

Did this work before? Yes
