Regression : Video in the PiP window stops playing on opening a NTP.

Issue description

Chrome Version : 73.0.3671.0 (Official Build) d2dfa7d40588461802e7e6dca7d86b583060eda9-refs/branch-heads/3671@{#1} 64 bit
OS : Mac(10.13.6, 10.13.1, 10.14.3)

Test URL : https://mounirlamouri.github.io/sandbox/media/dynamic-controls.html

What steps will reproduce the problem?
1. Launch chrome and navigate to above test URL.
2. Play the video and enter into PiP mode.
3. Open another NTP and observe PiP window.

Actual Result : Video in the PiP window stops playing on opening a NTP.

Expected Result : Video in PiP window should continue playing even after opening a NTP.

This is a regression issue broken in M-73 and below is the bisect information:
Good Build : 73.0.3668.0 (Revision : 621860)
Bad Build : 73.0.3669.0 (Revision : 622247)

Note : 
1. Issue can also be reproduced on below test URLs:
- http://googlechrome.github.io/samples/picture-in-picture
- https://www.quirksmode.org/html5/tests/video.html

2. Unable to perform Per-revision bisect as it shows an traceback error; Tried on other machines but still getting the same error.
3. Hence provided suspect through 'Chromium bisect'.
4. Issue is not reproducible in Windows (7,8,10) and Linux(14.04 LTS) OS
