Canary hangs because of network and Windows needs to be restarted for network to work

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
It's not easy to reproduce.  

What is the expected behavior?
I don't see this issue in both Chromium and Chrome. Only Canary.

What went wrong?
Suddenly Canary freezes and Windows can connect to the internet only after a restart.

This doesn't sound like a Chrome bug - there's no Windows API that makes it so Windows can't connect to the internet, barring a Windows bug.
I do see these two in Chrome (not Canary or Chromium) settings:

-Use a prediction service to help complete searches and URLs typed in the address bar

-Use a prediction service to load pages more quickly

Perhaps these affect stability.

Tried to reproduce the issue on reported chrome 73.0.3671.3 and latest chrome canary 73.0.3674.0 using Windows 10. Attaching screen-cast for reference.
Steps: 
------
1. Launched reported chrome 
2. Opened chrome://settings
3. Enabled -Use a prediction service to help complete searches and URLs typed in the address bar
           -Use a prediction service to load pages more quickly
4. Opened popular site as per attached screen-cast   

@Reporter: Could you please check the attached screencast and let us know if we missed anything from our end and also can you please check the issue on latest chrome.

I can't see those settings! 

Attached a screenshot. 

Canary Version: "73.0.3674.0 (Official Build) canary (32-bit) (cohort: Clang-32)"

Maybe the cause?
