Pressing shift key once or twice for Zhuyin keyboard results in input operation incorrect

Chrome os:
Version 73.0.3669.0/11578.0.0 dev-channel scarlet test
Input tools version:
73.0.20181227.227100664

REPRO STEPS:
1.Switch to zhuyin keyboard
2.Press shift key once or twice
3.Input a Chinese word, eg. tap m3 follwed space key 

Actual:
No suggest line displayed

This issue also repro in other Chinese keyboards, Pinyin, Traditional Chinese etc.
Different with Zhuyin, for Pinyin etc. suggestion line can not disappear when press Enter ,  BS key;
