Buttons at the bottom of the screen not work while adding person.

ChromeOS:

Input tools version: 73.0.20181227.227100664

Steps:
1.Put kevin into pad mode.
2.Add Person.
3.Touch any buttons (e.g. Shut down, Language-menu, WiFi,...) at bottom of the screen.

Actual:
No any response, while they look as click-able.

More findings: 
If in pad mode -> input account&password-> goes into the Verification dialog, there's no way to switch input languages.

If buttons at the bottom of the screen works fine, this issue will clear away.
