The bug is taken from https://buganizer.corp.google.com/issues/117618761. Copy it over here to better track it. 

What steps will reproduce the problem?
(1) Place a Pre-N app (eg. Snapchat, Subway surfers) next to a Chrome window (eg. Settings). Both the app windows are attached.
(2) Hover along the window attachment

What is the expected result?
Pre-N app should not support multi-resize feature and hence cannot perform window resize using this handle.

What happens instead?
Multi-resize handle appears along the window attachment. Pre-N apps & Chrome windows can be resized at the same time.

I think the problem might be in MultiWindowResizeController::Show() function. We should not show resize_widget_ for this case.
