Pixel device keeps transitioning to Dev mode in a loop after upgrading to M73 dev build |

Issue descriptionChrome Version: 11578.0.0 / 73.0.3669.0 What steps will reproduce the problem? (1) The Pixel device has been upgraded from M71 stable to latest M73 build # 11578.0.0 / 73.0.3669.0 (2) Device has been upgraded successfully. (3) Tested google properties. (4) Device was left idle for an hour + (5) Unable to resume it by clicking on track pad or by pressing the power button. (6) Tried hitting Refresh + Power button. Device is powered on & landed on OOBe screen. Hitting CTRL+D takes the machine to the screen where it shows the device is transitioning to Dev mode. (7) Preparing system for developer mode, this may take a while. OOBE screen is shown. Hit CTRL+D, it takes machine back to the screen where it is getting ready to transition to dev mode. What is the expected result? The device should be taken to account login page upon hitting CTRL+D in the OOBE screen. What happens instead? System has been transitioning in to dev mode in a loop.

Could anyone please let me know how to collect logs in such scenario ? Not tagging with RB label yet as i am not sure whether it is a build issue or the device issue.

AU/Platform team, Can you reproduce this issue? Should this be a dev-blocker?

PS : The device i was testing on was already in dev mode from the beginning even before it started to fall in the loop of dev mode transition.
